The Verdict
Jagalchi Hoetjip — and there are a dozen individual restaurants operating under similar names on the second floor of Jagalchi Market — is the institutional Busan seafood experience. The ground floor of the market is where the day's catch arrives and is sold directly; guests select their fish at a vendor stall, the vendor wraps it in plastic, and you carry it upstairs to the hoe halls where the same owner's sister (or cousin, or daughter-in-law) will clean, filet, and serve it.
The hoe (raw fish, Korean-style — thinner slices than Japanese sashimi, served with gochujang dipping sauce, chogochujang, and wrapped in perilla leaves) comes first. Seasonal species dominate: flounder, seabream, and flatfish in winter; mackerel and horse mackerel in spring; and always the abalone, sea cucumber, and sea squirt that Busan takes more seriously than any other Korean city. The second round is the maeuntang (spicy fish stew) made from the head and bones of the fish you just ate.
Expect KRW 40,000–70,000 per person with soju and a reasonable-sized fish for two. The market is open roughly 5am to 10pm; the second-floor restaurants run until roughly 11pm. Arrive between 6pm and 8pm for peak atmosphere; earlier for better fish selection. Payment is cash-preferred but cards work at most stalls.
Why It Works for Team Dinner
Not a deal-closing room, but the team dinner of record — a large round table, a tray of live fish you've just watched the market vendor bag, soju for everyone, and a sequence of seafood that ends with a fiery maeuntang made from the same fish's head. Demonstrates cultural fluency in a way no starred restaurant can.
