Chez Francis operates from a 1760s Tamil-French merchant's house on Rue Dumas — the oldest surviving French-era building in White Town, older than the majority of the colonial villas around it — and has been, since 2009, the small independent French bistrot that the city's resident francophone community treats as its local. The room is 22 covers in a single ground-floor dining space, with a second terrace room that holds a further ten, and the operation is family-run by a French-Pondicherrian couple who also operate the adjacent boulangerie.
The menu is French bistrot with Creole Pondicherry touches — steak au poivre, confit de canard, moules marinières, the daily plat du jour that rotates through boeuf bourguignon, blanquette de veau, and a local mahi-mahi. The wine list is short but intelligent, with a rotating list of French and Indian wines that the owners select personally. The bread and pastries arrive from the adjacent boulangerie — a serious competitive advantage in a country where decent French bread is rare.
Service is bilingual French-English, and the owners work the room themselves most evenings. The price point is deliberately lower than the heritage hotels, which positions the restaurant as the neighbourhood spot rather than the destination — exactly the register its regulars want from it.
