Twenty Three Bistro has been one of the most reliable expat-and-local crossover restaurants in Kampot for years. The inside room is small and candlelit; the back garden seats thirty under mango trees. The menu is Khmer-French fusion — amok prepared with modern plating, a locally raised pork chop with green-pepper jus, a confident vegetarian section, a short list of Cambodian-sourced cocktails.
The kitchen is specifically good at volume. A group of ten can order across the menu and every dish lands hot, at once, without a waiter dropping a plate. Sharing plates are engineered to feed two or three from one order — worth knowing if you are building a long menu for a team.
Reserve the garden for groups of eight or more and ask the bar to pre-build a round of gin-and-Kampot-peppers for the first toast.
